How to Apply for SNAP in Missouri

Step-by-step guide to applying for SNAP food assistance in Missouri, including 2025-2026 income limits, required documents, and application methods.

Missouri's Supplemental Nutrition Assistance Program (SNAP) provides monthly food benefits to low-income households through an EBT card that works like a debit card at most grocery stores. The program is run by the Missouri Department of Social Services (DSS) Family Support Division. Most applicants receive a decision within 30 days, and households in urgent need may get benefits in as little as seven days. This guide walks through who qualifies, what documents you need, and how to submit your application.

Who Qualifies for SNAP in Missouri?

To receive SNAP in Missouri, your household generally must meet three tests: a gross income limit, a net income limit, and an asset limit.

Gross income is your household's total income before any deductions. Most households must have gross monthly income at or below 130% of the federal poverty level (FPL).

Net income is gross income after certain deductions (housing costs, dependent care, earned income, and others). Net income must be at or below 100% FPL.

Asset limits in Missouri are $3,000 for most households, or $4,500 if at least one household member is age 60 or older or has a disability.

One important exception: households where all members receive SSI, Temporary Assistance (TANF), or MO HealthNet (Medicaid) may be automatically eligible without needing to pass the income tests separately. This is called categorical eligibility.

Households with an elderly (age 60 or older) or disabled member are only required to pass the net income test, not the gross income test.

What Documents Do You Need?

Before you apply, gather documents to verify the information on your application. Missouri DSS will ask you to verify the following:

  • Identity -- driver's license, state ID, passport, or birth certificate
  • Missouri residency -- utility bill, lease agreement, or mail with your current address
  • Social Security numbers -- for all household members applying for benefits (or proof you have applied for an SSN)
  • Income -- recent pay stubs (last 30 days), employer letter, self-employment records, or benefit award letters
  • Expenses -- rent or mortgage statements, utility bills, child care receipts, and medical bills for elderly or disabled household members (these can help increase your benefit amount)
  • Immigration status -- for any non-citizen household members applying for benefits

Not every situation requires every document. If you cannot provide a document, a Missouri DSS worker can help you find alternative ways to verify the information.

How to Apply for SNAP in Missouri: Step by Step

Missouri offers four ways to apply. Online is the fastest for most people.

Step 1: Submit Your Application

Online (recommended): Go to mydss.mo.gov and create or log into your account. The online application is available 24 hours a day. You can start the application, save it, and come back to finish it.

Paper form: Download the FS-1 application form from the Missouri Forms Portal at formsportal.mo.gov, fill it out, and return it by one of the methods below.

By phone: Call 855-373-4636 to speak with a Family Support Division representative who can help you complete an application over the phone.

In person: Visit your local Missouri Resource Center (Family Support Division office). You can bring your documents and apply in one visit. Use the office locator at mydss.mo.gov to find the nearest location.

Step 2: Submit Any Required Documents

After submitting your application, you may need to provide documents to verify your information. You can submit documents four ways:

  1. Upload online: Go to mydssupload.mo.gov and follow the instructions. You can upload photos taken with a smartphone.
  2. Fax: Send documents to 573-526-9400.
  3. Mail: Family Support Division, P.O. Box 2700, Jefferson City, MO 65102.
  4. Drop off in person: Bring copies to your local Resource Center during business hours.

Always include your name, date of birth, and either your DSS Client Identification Number (DCN) or Social Security number on each page you submit.

Step 3: Complete Your Interview

Missouri requires an interview before approving most SNAP applications. A caseworker will call you at the phone number on your application. If you miss the call, you can call back at 855-823-4908 or visit your local Resource Center to complete the interview in person.

The interview takes about 15 to 30 minutes. The caseworker will go over your application, confirm your household information, and ask about your income and expenses.

Step 4: Receive Your Decision

Missouri DSS will process your application within 30 days of receiving your completed application and all required documents. You will receive a written notice in the mail telling you whether you were approved or denied.

If approved, your SNAP benefits will be loaded onto an EBT card each month. Benefits are distributed on a staggered schedule based on the last digit of your case number, spread over the first 22 days of the month.

Emergency SNAP (Expedited Processing)

If your household is in an urgent situation, you may qualify for expedited SNAP benefits within seven days. You may qualify for expedited processing if:

  • Your household's gross monthly income is less than $150 AND liquid assets are $100 or less
  • Your household's combined monthly income and liquid assets are less than your monthly rent or mortgage plus utilities
  • You are a migrant or seasonal farm worker who is destitute

Tell the caseworker at the start of your application if you think you qualify for expedited benefits.

After You Are Approved

Once approved, you will receive an EBT card in the mail within 5 to 7 business days (or get one at your local office). Your PIN will arrive separately. You can use the card at any retailer that accepts SNAP/EBT, including most major grocery stores, Walmart, Aldi, and many farmers markets.

Your case will be reviewed periodically. Missouri will send you a renewal notice before your certification period ends. Most households are certified for 12 months, but households with elderly or disabled members may be certified for up to 24 months.

Report changes in income, household size, or address to DSS within 10 days of the change. You can report changes online at mydss.mo.gov, by phone at 855-373-4636, or in person.

Other Food Assistance Programs in Missouri

SNAP is not the only food assistance available to Missouri residents. Depending on your household's situation, you may also qualify for:

  • WIC: For pregnant women, new mothers, infants, and children under 5. Income limit is 185% FPL. If you already receive SNAP, you are automatically income-eligible for WIC.
  • School Meals: Children in households at or below 130% FPL receive free meals. Children between 131% and 185% FPL receive reduced-price meals.
  • Food Banks: If you need food right now while waiting for SNAP approval, Missouri has a network of food banks and pantries. Find one at mofoodbank.org.

Use the free screener at benefitsusa.org/screener to check eligibility for SNAP and other programs at the same time. It takes about two minutes and shows your estimated benefit amounts.
