How to Apply for SNAP in West Virginia

Step-by-step guide to applying for SNAP food assistance in West Virginia. Covers income limits, eligibility rules, required documents, and WV PATH online application.

West Virginia residents can apply for SNAP (Supplemental Nutrition Assistance Program) through the WV PATH online portal, in person at a local Department of Human Services office, or by phone. Most households with gross monthly income at or below 200% of the Federal Poverty Level (FPL) qualify. If you need food assistance now, you may be eligible for expedited benefits within 7 days.

This guide covers everything you need to know: eligibility requirements, income limits for 2025-2026, required documents, and the full application process step by step.

What Is SNAP in West Virginia?

SNAP is a federal nutrition assistance program administered in West Virginia by the Bureau for Family Assistance (BFA) under the Department of Human Services. It provides monthly benefits loaded onto an EBT card that works like a debit card at most grocery stores, supermarkets, and some farmers markets.

West Virginia households use SNAP to buy groceries including bread, cereal, dairy, meat, produce, and seeds to grow food. Benefits cannot be used for alcohol, tobacco, vitamins, or prepared hot foods.

Starting January 1, 2026, West Virginia is launching a SNAP Healthy Choices demonstration waiver. Under this waiver, SNAP benefits may no longer be used to purchase soda. This change is part of a state-level pilot program.

West Virginia SNAP Income Limits (2025-2026)

Most West Virginia households must meet a gross income test and a net income test to qualify. The gross income limit is 200% of FPL. The net income limit (after deductions) is 100% of FPL.

These limits are updated each October. The figures below are effective October 2025 through September 2026.

Gross Monthly Income Limits (200% FPL)

Household SizeGross Monthly Income Limit
1 person$2,608
2 people$3,526
3 people$4,442
4 people$5,358
5 people$6,276
6 people$7,192
7 people$8,108
Each additional person+$916

Maximum Monthly SNAP Benefits (2025-2026)

Household SizeMaximum Monthly Benefit
1 person$298
2 people$546
3 people$785
4 people$994
5 people$1,183
6 people$1,421
7 people$1,571
Each additional person+$218

Your actual benefit amount depends on your household's net income after allowable deductions. Most families receive less than the maximum.

Deductions That Lower Your Countable Income

The income the state counts is not simply your paycheck. Several deductions reduce your gross income before it is compared to the net income limit:

  • Earned income deduction: 20% of earnings are excluded
  • Standard deduction: Applied to all households
  • Dependent care costs: Childcare paid for work or school
  • Child support payments: Court-ordered payments paid out of the household
  • Excess shelter costs: Rent or mortgage plus utilities above a certain threshold
  • Medical expenses: For elderly or disabled household members only

Special Rules for Elderly and Disabled Households

Households where at least one member is age 60 or older, or receives disability benefits (SSI, SSDI, or VA disability), have more favorable rules:

  • Exempt from the gross income test
  • Only need to meet the net income test (100% FPL)
  • Eligible for a medical expense deduction
  • Higher asset limit: $4,500 instead of $3,000

Asset Limits

West Virginia SNAP has an asset or resource limit. Most households cannot have more than $3,000 in countable resources (cash, bank accounts, and similar liquid assets). If your household includes someone age 60 or older or with a disability, the limit rises to $4,500.

Certain assets are not counted, including your home and lot, one vehicle per licensed driver, retirement accounts, and most property used for a business or income.

Who Is Eligible for SNAP in West Virginia?

To qualify for SNAP in West Virginia, your household must meet all of the following:

  • Residency: All household members applying must be residents of West Virginia
  • Citizenship or immigration status: Must be a U.S. citizen or a qualified non-citizen meeting federal immigration rules
  • Social Security Number: Each household member must have or have applied for an SSN
  • Income: Household gross income must fall within the limits above
  • Assets: Countable resources must be within the asset limits
  • Work requirements: Able-bodied adults ages 18 to 49 without dependents may need to meet work or training requirements (exemptions apply)

Photo IDDriver's license, state ID, passport
Social Security NumbersSSN cards or official documents showing SSN for each household member
Proof of West Virginia residencyUtility bill, lease agreement, or mail with your WV address
Proof of incomeRecent pay stubs (last 30 days), employer letters, benefit award letters (SSI, unemployment, etc.)

Proof of citizenship or immigration statusBirth certificate, U.S. passport, green card, or other immigration documents
Housing costsRent or mortgage statement, recent utility bills

Not every document is required in every case. The caseworker assigned to your application will tell you if additional verification is needed.

The Interview Step

After submitting your application, you will be contacted to complete an interview. This is typically done by phone, though in-person interviews are also available.

During the interview, a caseworker will review the information in your application, ask follow-up questions, and confirm your eligibility. This is normal and required for approval. Have your documents ready when you get the call.

How Long Does Approval Take?

Most applications are processed within 30 days from the date received.

If your household qualifies for expedited benefits, you may receive your first EBT card within 7 days. You may qualify for expedited processing if:

  • Your household's gross income is less than $150 per month, AND
  • Liquid resources (cash, bank balance) are less than $100

OR

  • Your combined monthly gross income and liquid resources are less than your monthly rent or mortgage plus utilities

If you believe you qualify for expedited SNAP, tell the caseworker when you apply or during your interview.

After You Are Approved

If approved, West Virginia will mail you an EBT card linked to your SNAP account. Benefits are deposited monthly based on the last digit of your case number. You can check your balance by calling the number on the back of your card or by logging into your WV PATH account.

Renewing Your Benefits

SNAP benefits do not last indefinitely. Most households receive a certification period of 6 to 12 months before they need to recertify. You will receive a renewal notice before your certification ends. Submit your renewal on time through WV PATH, by mail, or in person to avoid a gap in benefits.

If your income, household size, or expenses change, report the change through your WV PATH account or by calling the hotline. Changes can increase or decrease your monthly benefit amount.

Other Programs to Apply for at the Same Time

When you apply for SNAP through WV PATH, you can also apply for:

  • Medicaid: West Virginia expanded Medicaid under the ACA. Most adults with income up to 138% FPL qualify.
  • WIC: Nutrition assistance for pregnant women, new mothers, and children under age 5
  • LIHEAP: Heating and energy assistance
  • WVWORKS (TANF): Cash assistance for families with children

Running a combined screening saves time. You can also use the free screener at benefitsusa.org/screener to see all programs you may qualify for at once before you start applications.
