New York is one of the most accessible states for SNAP benefits. The state uses Broad-Based Categorical Eligibility (BBCE), which raises the income limit to 200% of the Federal Poverty Level for many households and eliminates the asset test entirely for most applicants. If you have been turned away elsewhere or assumed you earn too much, New York's rules may work in your favor.
This guide covers 2026 income limits, benefit amounts, who qualifies, and how to apply.
What Is SNAP in New York?
SNAP, the Supplemental Nutrition Assistance Program, provides monthly electronic benefits (loaded to an EBT card) to help low-income households buy groceries. In New York, the program is administered by the Office of Temporary and Disability Assistance (OTDA) for most of the state, and by the Human Resources Administration (HRA) for New York City residents.
Benefits can be used at grocery stores, farmers markets, and some online retailers. You cannot use SNAP to buy alcohol, tobacco, hot prepared foods, or non-food household items.
New York SNAP Income Limits 2026
New York's income rules depend on your household composition. The limits below are effective October 1, 2025 through September 30, 2026.
Gross Income Limits: Households With a Dependent Child or Senior/Disabled Member
These households qualify under the 200% FPL expanded threshold.
| Household Size | Monthly Gross Income Limit |
|---|
| 1 | $2,608 |
| 2 | $3,526 |
| 3 | $4,442 |
| 4 | $5,358 |
| 5 | $6,276 |
| 6 | $7,192 |
| 7 | $8,108 |
| Each additional | +$916 |
Gross Income Limits: Households With Earned Income (No Dependent Child)
| Household Size | Monthly Gross Income Limit |
|---|
| 1 | $1,956 |
| 2 | $2,644 |
| 3 | $3,331 |
| 4 | $4,018 |
| 5 | $4,707 |
| 6 | $5,394 |
| 7 | $6,081 |
| Each additional | +$687 |
Gross Income Limits: No Earned Income, No Children, No Senior/Disabled Member

| 5 | $4,079 |
| 6 | $4,674 |
| 7 | $5,270 |
| Each additional | +$595 |
Net Income Limits
Net income limits apply only to households that do not have earned income, a senior/disabled member, or dependent children. Your net income is your gross income after all allowable deductions.
| Household Size | Monthly Net Income Limit |
|---|
| 1 | $1,304 |
| 2 | $1,763 |
| 3 | $2,221 |
| 4 | $2,679 |
| 5 | $3,138 |
| 6 | $3,596 |
| 7 | $4,054 |
| Each additional | +$458 |
Asset Limits
New York has eliminated the asset test for most households through BBCE. You do not need to pass an asset test if you fall under the expanded income thresholds. Your home and one vehicle per adult are excluded from any asset calculation, and savings accounts generally do not affect your eligibility.
The exception: households where the oldest member is 60 or older or has a disability and whose income exceeds 200% FPL must have countable assets below $4,500.
2026 SNAP Benefit Amounts
The actual amount your household receives depends on your net income after deductions. These are the maximum monthly amounts for households with little to no income:
| Household Size | Maximum Monthly Benefit |
|---|
| 1 | $298 |
| 2 | $546 |
| 3 | $785 |
| 4 | $994 |
| 5 | $1,183 |
| 6 | $1,421 |
| 7 | $1,571 |
| Each additional | +$218 |
The minimum benefit for 1 to 2 person households is $24 per month. Most households receive somewhere between the minimum and maximum depending on their net income.
To estimate your benefit, subtract 30% of your net monthly income from the maximum benefit for your household size.
Deductions That Can Lower Your Countable Income
Deductions can bring your countable net income down significantly, sometimes enough to qualify a household that initially appears over the limit. Allowed deductions in New York include:
- Standard deduction: $209 to $299 per month depending on household size
- Earned income deduction: 20% of gross earned income
- Dependent care costs: Childcare or other dependent care needed for work or training
- Child support payments: Legally obligated payments made to non-household members
- Medical expenses: Out-of-pocket costs over $35 per month for members who are 60 or older or have a disability
- Shelter deduction: Rent, mortgage, and utility costs above 50% of net income after other deductions (capped at $744 unless the household includes a senior or disabled member)
- Utility allowances: Standard utility allowances range from $877 to $1,062 per month depending on your region and heating/cooling situation
- Homeless shelter allowance: $190 per month if you live in a homeless shelter
These deductions can substantially reduce what counts as income. If your gross income is just above a limit, running through the deductions is worth doing before assuming you do not qualify.
Who Is Considered a SNAP Household?
A SNAP household includes everyone who lives together and buys and prepares food together. Spouses are always counted together. Unmarried children under age 22 living with a parent are included regardless of whether they buy food separately.
Roommates who buy and prepare food separately can apply as separate households. College students generally cannot receive SNAP unless they work at least 20 hours per week, are participating in state or federally funded work-study, care for a child under 6, or meet another qualifying exemption.
2026 ABAWD Work Requirements
Starting March 1, 2026, New York reinstated the ABAWD (Able-Bodied Adults Without Dependents) time limit for all counties. This rule applies to adults aged 18 to 64 who:
- Have no dependents under age 14
- Are not pregnant
- Are not exempt based on a disability or other qualifying status
ABAWDs must work, volunteer, or participate in a qualifying training or employment program for at least 80 hours per month. Those who do not meet this requirement can receive SNAP for only 3 months within any 36-month period.
If you are subject to this rule and are not currently working, contact your local SNAP office about training and volunteer programs that satisfy the requirement. Failing to meet the work requirement starting in March 2026 could result in lost benefits as early as June 2026.
Exemptions apply to people who are medically unable to work, caring for a dependent child or incapacitated person, receiving unemployment compensation, or already participating in a qualifying SNAP employment and training program.
How to Apply for SNAP in New York
Step 1: Check Your Eligibility
Before you apply, use the free screener at benefitsusa.org/screener or the official prescreening tool at myBenefits.ny.gov to see whether you likely qualify. These tools are not official applications but can tell you whether your income and household situation put you in range.
Step 2: Gather Your Documents
You will need to provide documentation for your application. Common items include:
- Photo ID (driver's license, passport, or other government-issued ID)
- Proof of identity for all household members
- Social Security numbers for all household members (or documentation of exempt status)
- Proof of address (utility bill, lease agreement, or other document)
- Proof of income for all household members (pay stubs, award letters, employer statements)
- Proof of housing costs (rent receipts, mortgage statements)
- Proof of utility costs
- Proof of any childcare, medical, or child support expenses you plan to deduct
Step 3: Submit Your Application
Online (fastest option):
By mail or fax: Download the DSS-3559 application form from the OTDA website, complete it, and mail or fax it to your local Department of Social Services (DSS).
In person: Visit your local DSS office. County office locations are listed at otda.ny.gov.
Step 4: Complete Your Interview
After submitting your application, you will be scheduled for an interview with a caseworker. Interviews are usually conducted by phone. Be prepared to confirm the information in your application and answer questions about your household's income and expenses.
Step 5: Receive Your Determination
The SNAP office must process your application within 30 days. If your household is in immediate need (very low income or no income), you may qualify for expedited SNAP processing within 7 days.
If approved, benefits are loaded to your EBT card each month. The date your benefits are loaded depends on the last digit of your case number.
Recertification
SNAP is not a one-time enrollment. You must recertify periodically to continue receiving benefits. Your certification period is typically 6 to 12 months for most households, and up to 24 months for households with elderly or disabled members.
About two months before your certification period ends, you will receive a recertification packet in the mail. Complete and return the forms and attend your scheduled interview. Missing your recertification deadline can result in a gap in benefits.
Special Situations
NYC residents: HRA handles SNAP for New York City. You can apply online through ACCESS NYC, in person at an HRA benefits center, or by calling 311.
Immigrants: Lawfully present non-citizens who meet the 5-year residency requirement may qualify for federal SNAP. Certain immigrants, including refugees, asylees, and survivors of trafficking, qualify immediately. Undocumented immigrants are not eligible for federal SNAP, but children who are U.S. citizens may still qualify regardless of their parents' status.
College students: SNAP eligibility for students aged 18 to 49 enrolled at least half-time in higher education is restricted. You must meet one of several work or exemption criteria to qualify.
Households with SSI or cash assistance: Households where all members receive SSI or Temporary Assistance (TA) are automatically categorically eligible for SNAP and face no additional income or asset test.

Frequently Asked Questions
What is the income limit for SNAP in New York in 2026?
The income limit depends on your household. Most households with children, seniors, or disabled members can earn up to 200% of the Federal Poverty Level, which is $5,358 per month for a family of four. Households with only earned income and no children qualify up to about 150% FPL. The standard federal 130% FPL limit applies to households with no earned income and no qualifying members.
Does New York have an asset limit for SNAP?
No. New York has eliminated the asset test for most SNAP applicants through Broad-Based Categorical Eligibility. You do not need to spend down savings or sell a vehicle to qualify. The only exception is households where the oldest member is 60 or older or has a disability and whose income exceeds 200% FPL, which face a $4,500 asset limit.
How much will I get in SNAP benefits?
The maximum benefit for a family of four is $994 per month. Actual amounts depend on your net income after deductions. Most households receive less than the maximum. To estimate your benefit, multiply your net monthly income by 0.30 and subtract that number from the maximum for your household size.
How do I apply for SNAP in New York?
Apply online at myBenefits.ny.gov (or ACCESS NYC if you live in New York City), by mail, fax, or in person at your local Department of Social Services. After submitting your application, you will complete a phone interview and receive a decision within 30 days.
Can I get SNAP if I am working?
Yes. Working households are among the most commonly approved for SNAP. Earned income is partially excluded through a 20% deduction, which lowers your countable income. Many working families with modest wages qualify for significant benefits.
What changed for SNAP in New York in 2026?
The most significant 2026 change is the reinstatement of ABAWD work requirements statewide starting March 1, 2026. Able-bodied adults aged 18 to 64 without dependents under age 14 must now work or participate in a qualifying program for at least 80 hours per month, or lose SNAP eligibility after three months. Recipients in this category should confirm whether they are exempt or make sure they are meeting the requirement.
How long does it take to get SNAP in New York?
Standard processing takes up to 30 days from when you submit a complete application. If your household has very low or no income and limited resources, you may qualify for expedited processing and receive benefits within 7 days.
Do college students qualify for SNAP in New York?
Most college students enrolled at least half-time do not qualify unless they meet a specific exemption, such as working 20 or more hours per week, participating in a state or federally funded work-study program, caring for a child under age 6, or meeting certain other criteria. Check with your local DSS office or visit benefitsusa.org/screener to see if your situation qualifies.
What can I buy with SNAP benefits?
SNAP benefits can be used to buy most groceries, including fruits, vegetables, meat, dairy, bread, cereals, and snack foods. You cannot use SNAP for alcohol, tobacco, vitamins or supplements, pet food, hot prepared foods meant to be eaten immediately, or non-food household items.
