Missouri LIHEAP Income Limits 2026

To qualify, your household's gross monthly income must fall at or below 60% of Missouri's State Median Income. The limits below are based on the most recently published figures and apply for the 2025-2026 program year.

Gross income means all income before taxes, including wages, self-employment income, Social Security, SSI, pension, child support, and unemployment benefits.

Asset Limit

Missouri imposes an asset limit of $3,000. This includes the combined value of bank accounts, retirement accounts, and investments. Primary home equity and one vehicle are generally not counted. If your liquid assets exceed $3,000, you will not qualify regardless of income.

Other Eligibility Requirements

Beyond income and asset limits, you must meet all of the following:

  • Missouri residency: You must live in Missouri at the time of application.

Renters can qualify even if their landlord pays the utility bill directly, as long as heat is included in their rent and they can document that.

Benefit Amounts

LIHEAP benefits in Missouri are not a reimbursement. The state pays your utility company or fuel supplier directly on your behalf.

For regular Energy Assistance, the benefit ranges from a minimum of $153 to a maximum of $495, depending on household size, income, and energy costs.

For crisis assistance:

  • Winter ECIP: up to $800 per episode
  • Summer ECIP: up to $300 per episode

Emergency repair services, window air conditioning units, and wood stoves may also be available through your local contracted agency when funding allows.

How to Apply for Missouri LIHEAP in 2026

Step 1: Check your eligibility

Step 7: If you have a crisis

If your heat has been shut off or you will run out of fuel within 48 hours, do not wait. Call your local contracted agency and explain the emergency. ECIP applications are handled separately from standard EA and are processed faster.

Who Receives Priority?

Missouri gives priority to households that include:

  • Members age 60 or older (early access starting October 1)
  • Members with disabilities
  • Households with young children (under 6 years old)

What Happens After Approval?
