The income limit you need to meet depends on your household composition:

  • 130% FPL applies to most households
  • 150% FPL applies if at least one household member is age 60 or older, or has a disability

"Gross income" means income before taxes and deductions. LIEAP counts wages, self-employment income, Social Security, SSI, SSDI, pensions, unemployment benefits, and most other regular income sources.

Benefit Amounts for 2026

LIEAP provides a one-time payment directly to your heating vendor. For FY 2026:

The heating benefit amount does not vary by household size in North Carolina. All eligible households receive a payment somewhere in the $300 to $500 range, depending on available funding and program rules for the benefit year.

Crisis assistance is available for households facing a heating emergency, such as imminent utility shutoff or fuel exhaustion. The crisis maximum is $600 and can be combined with regular LIEAP benefits in some cases.

Who Is Eligible?

To receive LIEAP benefits in North Carolina, your household must meet all of the following:

  1. Citizenship or qualifying immigration status. At least one household member must be a U.S. citizen or a qualifying non-citizen.
  2. Income at or below the limit. Your total household gross monthly income must fall within the 130% or 150% FPL thresholds listed above.
  3. Heating responsibility. Your household must be responsible for paying its heating costs, either directly or included in rent.

Households that rent and have heat included in their rent may still qualify, but the benefit usually goes to the landlord or property manager as the account holder.

Application Window for 2026

LIEAP has a set application period each year. For the 2026 program:

  • Priority households (seniors age 60+ and individuals with disabilities): applications open December 10, 2025
  • All other eligible households: applications open January 2, 2026
  • Application deadline: March 31, 2026, or until funds are exhausted

Funds can run out before the March 31 deadline. Applying as early as possible reduces the risk of missing out due to funding limits.

Documents You Will Need

Gather the following before you apply to speed up the process:

  • Photo ID for the head of household (driver's license, state ID, or passport)
  • Proof of address (utility bill, lease agreement, or similar)
  • Social Security numbers for all household members
  • Proof of citizenship or immigration status for at least one household member
  • Income verification for all household members with income (pay stubs, Social Security award letters, pension statements, etc.) from the past 30 days
  • Heating account information (utility account number, provider name, or fuel dealer name)
  • Proof of resources if close to the $3,000 limit (bank statements)

If anyone in your household is 60 or older or has a disability, bring documentation of that status (birth certificate or government ID showing age, or disability determination letter) so you can qualify under the 150% FPL limit instead of 130%.

How to Apply for NC LIEAP in 2026

There are three ways to apply:

Option 1: Apply Online Through ePASS

The North Carolina ePASS portal is the fastest way to apply.

  1. Go to epass.nc.gov and click the LIEAP application link.
  2. Create an account or log in if you already have one.
  3. Complete the application form with your household, income, and heating information.
  4. Upload supporting documents or submit the application and follow up with documents later.
  5. Submit the application and note your confirmation number.

After submitting, your county Department of Social Services (DSS) will review the application and contact you if anything is missing.

Option 2: Apply by Phone

Call your local county DSS office to apply by phone or to ask about in-person appointments. You can find your county DSS contact information on the NCDHHS website or by calling the state customer service line at 1-800-662-7030 (TTY available through RelayNC).

Option 3: Paper Application

Download a paper application from epass.nc.gov and mail, fax, or drop it off at your county DSS office. This method takes longer due to mail and processing time.

What Happens After You Apply?

Your county DSS will review your application, verify your documents, and determine your eligibility. If approved, LIEAP sends the payment directly to your heating vendor. You will not receive a check in most cases.

Processing times vary by county, but most households hear back within a few weeks of submitting a complete application. If your application is denied, you have the right to request a fair hearing.

Other Energy Assistance Programs in North Carolina

LIEAP is the primary heating assistance program, but you may also qualify for other help:

LIHEAP Crisis Assistance: For heating emergencies such as shutoff notices or empty fuel tanks. Applications go through the same county DSS office.
