What Counts as Income?

Oklahoma LIHEAP counts all gross (pre-tax) income received by anyone in the household. This includes:

  • Wages and salaries
  • Self-employment income
  • Social Security and SSI payments
  • Pension and retirement income
  • Unemployment compensation
  • Child support and alimony received
  • Veterans benefits
  • Rental income

Oklahoma LIHEAP Program Periods for 2026

Oklahoma operates LIHEAP in three separate enrollment windows each fiscal year:

Winter Heating: Applications opened January 6, 2026. The heating payment period runs through late winter. This is the highest-demand period and funds typically deplete faster than cooling funds.

Summer Cooling: Enrollment opens July 14, 2026, and the program runs through September 30, 2026. Cooling assistance is capped at $650 and focuses on electricity costs during extreme heat.

Energy Crisis Assistance Program (ECAP): Enrollment opened April 14, 2026. Crisis assistance is available year-round for households facing utility shutoff or dangerous conditions. Households that received winter heating assistance may still apply for ECAP if they face a new crisis.

Life-threatening emergencies: If a household member requires life-sustaining medical equipment or faces a dangerous heat or cold emergency, contact OKDHS directly at (405) 522-5050 regardless of whether enrollment is currently open.

Who Is Eligible for Oklahoma LIHEAP?

To qualify, your household must meet all of these requirements:

Income: Gross household income must be at or below 130% of the Federal Poverty Level, using the monthly limits shown in the table above.

Citizenship: Every household member must be a U.S. citizen or a lawfully admitted permanent resident. Mixed-status households may still apply, but only citizens or permanent residents count toward the household for eligibility purposes.

Utility responsibility: You must be directly responsible for paying home energy costs. If a landlord pays utilities and includes them in your rent, you generally are not eligible unless you can document the energy cost portion of your rent. If someone outside your household pays your utility bill directly to the provider, your household does not qualify.

Primary residence: The assistance applies to your primary home where you live. Vacation homes or rental properties you own do not qualify.

Household definition: Everyone using the same utility meter must apply together as one household. Roommates sharing a utility account apply as one household unit, not separately.

Households Automatically Pre-Authorized

Some households receiving other Oklahoma assistance programs may be automatically approved for LIHEAP and will not need to reapply. Oklahoma DHS contacts pre-authorized households directly. If you currently receive SNAP, SSI, or TANF, check your mail and OKDHSLive.org account to see if you have been pre-authorized before submitting a new application.

Native American households have an additional option: you can apply through your tribal nation's LIHEAP administrator in addition to applying through the state portal.

How to Apply for Oklahoma LIHEAP in 2026

Oklahoma DHS strongly encourages online applications because they process faster than paper applications. Processing can take up to 60 days for non-emergency requests, so apply as early as possible when enrollment opens.

Step 1: Gather your documents. You will need:

  • Photo ID for the primary applicant (driver's license, state ID, or passport)
  • Social Security numbers for all household members
  • Proof of income for all household members for the past 30 days (pay stubs, benefit award letters, or bank statements)
  • Your most recent utility or heating bill showing your account number and service address
  • Proof of address if your utility bill does not match your current address

Step 2: Go to OKDHSLive.org. This is the official Oklahoma DHS online portal. Create an account if you do not already have one. During open enrollment, you will see a red banner reading "Apply for Energy Assistance." Click that banner to start your application.

Step 3: Complete the application. Fill out all household information, enter income for each household member, and upload your documents. Double-check that your utility account number is correct because payments are sent directly to your provider.

Step 4: Submit and track your application. After submitting, you can check your application status on OKDHSLive.org. If approved, payment goes directly to your utility company. You do not receive a check. Allow up to 60 days for processing on standard applications.

What Happens After You Apply?

Oklahoma DHS will review your application and verify your income and identity documents. If additional information is needed, you will receive a notice by mail or through your OKDHSLive.org account. Respond quickly to any requests because delays in providing documents can result in your application being closed.

If approved, your utility company receives payment within the processing window. You will also receive a notice confirming the amount paid and which account it was applied to.

If denied, you have the right to appeal. Your denial notice will include instructions on how to request a fair hearing.
