Pennsylvania Section 8 Eligibility 2026

Who qualifies for Pennsylvania Section 8 housing vouchers in 2026, including Philadelphia and Pittsburgh income limits, how to apply, and which waiting lists are open.

Pennsylvania's Section 8 program, officially the Housing Choice Voucher (HCV) Program, helps low-income renters pay for safe housing in the private market. HUD funds the program and local Public Housing Authorities (PHAs) across Pennsylvania administer it. The Philadelphia Housing Authority (PHA) is the largest in the state; other major authorities include the Housing Authority of the City of Pittsburgh, Chester County Housing Authority, and dozens of county-level PHAs. This guide covers 2026 eligibility requirements, income limits for Philadelphia and Pittsburgh, and how to apply.

What Is Pennsylvania Section 8?

The HCV Program subsidizes rent by covering the gap between 30% of your adjusted monthly income and the local payment standard for your unit size. You find your own rental in the private market, and the housing authority pays the landlord directly each month. Vouchers are portable after meeting a residency requirement.

2. Citizenship and Immigration Status

At least one household member must be a U.S. citizen or eligible non-citizen. Mixed-status households can apply; assistance covers only eligible members.

3. Social Security Numbers

All citizens and eligible non-citizens must provide an SSN. Undocumented members do not disqualify the household.

4. Background Screening

PHAs conduct background checks on adult applicants. Mandatory bars include lifetime sex offender registration and methamphetamine production in federally assisted housing. Other criminal history is reviewed case by case.

5. Eviction History

Eviction from federally assisted housing for drug-related criminal activity within three years is generally disqualifying unless the responsible person no longer lives with the household.

Priority Groups in Pennsylvania

Common preferences that raise your waiting list position:

  • Extremely Low Income (30% AMI or below)
  • Homeless or at risk of homelessness
  • Domestic violence survivors (VAWA protections apply)
  • Displaced by natural disaster, fire, or government action
  • Elderly (62 or older) or persons with disabilities
  • Veterans
  • Residents or employees of the PHA jurisdiction

Philadelphia Housing Authority uses an extensive local preference system that favors current Philadelphia residents and gives additional weight to homeless families.

How to Apply for Section 8 in Pennsylvania

Step 1: Find an Open Waiting List

Pennsylvania PHAs frequently have closed lists. Check:

  • Philadelphia Housing Authority: pha.phila.gov
  • Housing Authority of Pittsburgh: hacp.org
  • Chester County Housing Authority: chesterhousing.org
  • Allegheny County Housing Authority: achsng.com
  • Pennsylvania Housing Finance Agency: phfa.org
  • AffordableHousingOnline.com: Tracks open lists statewide

Step 2: Apply When a List Opens

Apply immediately when a list opens. You will need names, dates of birth, and SSNs for all household members, and income documentation for all adults. Applications are free.

Step 3: Monitor and Respond

Save your confirmation and check your position regularly. Respond immediately to any communication from the housing authority.

Step 4: Attend the Eligibility Interview

When your name comes up, bring photo IDs for all adults, birth certificates and SSN documents for all household members, 12 months of income documentation, and evidence of any preference being claimed.

Step 5: Find a Unit and Sign the Lease

After approval, you have 60 to 120 days to find a qualifying rental that passes an HQS inspection. You sign the lease; the PHA signs a HAP contract with the landlord. Your rent portion is 30% of adjusted income.

Wait Times and Other Options

Philadelphia has some of the longest waits in the state, historically three to seven or more years. Pittsburgh and suburban PHAs may have shorter waits. Other Pennsylvania housing resources include:
