To qualify, your household's gross income must fall at or below 60% of the Tennessee State Median Income (SMI). There is no asset test. The income limits below are based on gross monthly income.

Income includes wages, self-employment income, Social Security, SSI, unemployment compensation, pension payments, and most other regular sources. Some local agencies may use different 30-day lookback windows, so have recent pay stubs or benefit letters ready.

Who Qualifies for Tennessee LIHEAP?

Beyond the income test, you must meet these requirements:

  • Tennessee residency. You must live in the home where energy costs are incurred.
  • Responsible for energy costs. Either the utility account is in your name or your lease shows that energy costs are included in rent.
  • U.S. citizenship or eligible immigration status. At least one household member must be a U.S. citizen or qualified alien.

What Counts as a Crisis?

How to Apply for Tennessee LIHEAP in 2026

Tennessee LIHEAP applications are submitted online through the THDA SmartSimple portal. Local agencies may also assist applicants who need in-person help.
