Rhode Island SNAP benefits load onto an EBT card on the 1st of every month and can be spent on groceries at any store, co-op, or farmers market that accepts SNAP. For federal fiscal year 2027, October 1, 2026 through September 30, 2027, the maximum monthly amount is $306 for one person, $1,023 for a household of four, and $1,841 for a household of eight, plus $225 for each person beyond eight. Most Rhode Island households get less, because the Department of Human Services (DHS) subtracts 30% of your net monthly income from that figure. This guide covers what the benefit buys, how DHS calculates your amount, how the EBT card works, and the state food programs that sit alongside SNAP.
If you have not checked whether you qualify yet, start with our Rhode Island SNAP eligibility and income limits guide. This page is about what happens after you are approved.
What Rhode Island SNAP Benefits Cover
SNAP dollars in Rhode Island buy food meant to be prepared and eaten at home. That includes:
- Fruits and vegetables, fresh, frozen, or canned
- Meat, poultry, fish, and shellfish
- Dairy products including milk, cheese, yogurt, and eggs
- Bread, cereal, rice, pasta, flour, and other grains
- Snack foods, cookies, chips, and soft drinks
- Coffee, tea, and bottled water
- Seeds and plants that produce food you grow at home, which includes potted fruit and vegetable plants and herb starts
Anything carrying a Nutrition Facts label is almost always eligible. Items with a Supplement Facts label, such as vitamins and protein powders, are not.
Eat Well, Be Well Pays You Back on Produce
Rhode Island runs the first statewide retail SNAP produce incentive in the country. Through Eat Well, Be Well, you get 50 cents back for every $1 of eligible fresh fruits and vegetables, up to $25 a month. The credit applies automatically at the register and lands on your EBT card, where it can buy any SNAP eligible item, not just produce.
There is no sign-up. Every Rhode Island SNAP household is enrolled automatically, and the reward sits on top of your regular allotment rather than reducing it. It works in person at all Stop & Shop and Walmart locations in the state. Eligible items include whole and cut fresh fruits and vegetables, salad kits, fresh herbs, edible seeds, fresh garlic, and potted fruit and vegetable plants.
The program launched as a pilot in January 2024 and was continued in the state's fiscal year 2027 budget, which took effect July 1, 2026, with roughly $4.1 million allocated. It has been funded year to year rather than written into permanent law, so confirm the terms at DHS before counting on them.
Bonus Bucks at Farmers Markets
Farm Fresh Rhode Island and many other markets statewide run Bonus Bucks, a dollar-for-dollar match on EBT spending. Swipe $10 and you get $10 in Bonus Bucks for fresh fruits and vegetables from market vendors. Caps and issuing days vary, so ask at the market information tent.
What You Cannot Buy With a Rhode Island EBT Card
SNAP does not pay for:
- Beer, wine, liquor, or any alcohol
- Cigarettes, cigars, chewing tobacco, or vapes
- Hot prepared food sold ready to eat, with one Rhode Island exception covered below
- Vitamins, supplements, and medicine
- Pet food, paper goods, cleaning products, soap, and diapers
- Cosmetics and personal hygiene products
- Any other non-food item, including gift cards
A rotisserie chicken sold hot from the deli case is not covered. The same chicken sold cold is.
The Restaurant Meals Program Exception
Rhode Island is one of a small group of states that lets certain SNAP households buy prepared restaurant meals with EBT. It is open to three groups:
- Households where every member is 60 or older, or an older adult and their spouse
- Households where every member has been designated disabled by a government agency, or a disabled person and their spouse
- Households without a fixed and regular nighttime residence, including people in a shelter, a halfway house, or a place not meant for sleeping
Participating locations include a set of Subway restaurants across Providence, Pawtucket, Woonsocket, Westerly, and Kingston, with Burger King added in 2025. Look for door signage reading "Participating Restaurant: SNAP Restaurant Meals Program" with the fork and knife logo. Taking part does not change your monthly benefit, it only adds a place to spend it. Call DHS at 1-855-697-4347 for the current list.
Rhode Island SNAP Maximum Monthly Allotment, FY2027
Rhode Island uses the standard 48-state table. These figures took effect October 1, 2026 and hold through September 30, 2027.
| Household Size | Maximum Monthly Benefit |
|---|
| 1 | $306 |
| 2 | $562 |
| 3 | $808 |
| 4 | $1,023 |
| 5 | $1,217 |
| 6 | $1,463 |
| 7 | $1,616 |
| 8 | $1,841 |
| Each additional person | +$225 |
The minimum monthly benefit is $25, and it applies only to eligible one and two person households. A household of three or more whose calculation comes out at nothing simply gets nothing.
How DHS Calculates Your Monthly Benefit
Your allotment is the maximum for your household size minus 30% of net monthly income, which is what is left after DHS subtracts the deductions you qualify for.
| Step | What Happens |
|---|
| 1 | Add up all countable gross monthly income for the household |
| 2 | Subtract 20% of earned income (wages, self-employment) |
| 3 | Subtract the standard deduction for your household size |
| 4 | Subtract verified dependent care costs you pay to work, look for work, or attend training |
| 5 | Subtract out-of-pocket medical costs above $35 a month, for members who are 60 or older or disabled |
| 6 | Subtract court-ordered child support you pay |
| 7 | Subtract excess shelter costs above half of what remains, capped at $769 for households with no elderly or disabled member |
| 8 | Multiply the result by 30% and subtract it from the maximum allotment |
FY2027 standard deduction, by household size:
| Household Size | Standard Deduction |
|---|
| 1 to 3 | $217 |
| 4 | $229 |
| 5 | $268 |
| 6 or more | $308 |
The Shelter Deduction and the Utility Allowance
Shelter costs include rent or mortgage, property taxes, and homeowners insurance. On top of that, Rhode Island applies a standard utility allowance instead of adding up your actual bills, so a household paying any heating or utility cost gets a flat figure added to its shelter total. DHS sets those amounts and adjusts them each October. Ask your caseworker for the figure that applies to you, because it is often the largest deduction on a Rhode Island case.
Since July 4, 2025, internet and broadband costs no longer count toward the shelter or utility deduction anywhere in the country. If an older guide told you to report your internet bill, that advice is out of date.
Households with an elderly or disabled member have no cap on the excess shelter deduction, which is why a senior with high rent and high medical bills often qualifies for more than a working household at the same income.
Example
A Rhode Island household of three with $2,400 a month in wages and $1,100 a month in rent:
| Step | Amount |
|---|
| Gross monthly income | $2,400 |
| Minus 20% earned income deduction | $1,920 |
| Minus standard deduction ($217) | $1,703 |
| Half of adjusted income | $851.50 |
| Excess shelter ($1,100 minus $851.50) | $248.50 |
| Net monthly income | $1,455 |
| 30% of net income | $437 |
| Maximum for 3 people | $808 |
| Estimated monthly benefit | $371 |
This is an illustration, not a determination. Your amount depends on what DHS verifies on your case.
No Asset Test for Most Rhode Island Households
Rhode Island uses broad-based categorical eligibility (BBCE), which raises the gross income limit from the federal 130% of the poverty guideline to 185% and removes the asset test for most households. A checking account balance or a paid-off car does not disqualify you.
BBCE also means a household under the 185% gross limit is categorically eligible and does not have to pass the separate net income test. If a calculator told you your net income was too high, run it again, because that test usually does not apply here.
| Test | Rhode Island Limit |
|---|
| Gross monthly income | 185% of the poverty guideline |
| Net monthly income | 100% of the poverty guideline, waived for most BBCE households |
| Countable assets | No limit for most households |
FY2027 gross income limits, using the 2026 poverty guidelines:
| Household Size | 185% Gross Monthly | 100% Net Monthly |
|---|
| 1 | $2,461 | $1,330 |
| 2 | $3,337 | $1,804 |
| 3 | $4,212 | $2,277 |
| 4 | $5,088 | $2,750 |
| 5 | $5,964 | $3,224 |
| 6 | $6,839 | $3,697 |
| 7 | $7,715 | $4,170 |
| 8 | $8,591 | $4,644 |
| Each additional | +$876 | +$474 |
The Rhode Island EBT Card
Benefits arrive on a card issued by DHS. You pick a four-digit PIN and swipe at checkout, and the purchase splits automatically: SNAP eligible items come off the food balance, everything else goes on your own payment method.
When Benefits Arrive
Rhode Island does not stagger deposits by case number or Social Security number. Every SNAP household in the state gets its deposit on the 1st, typically early that morning, and the date does not shift for weekends or holidays. Full detail is in our Rhode Island EBT deposit schedule guide. Unused benefits roll over rather than being lost at month end.
Balance, Card Locks, and Replacements
- Check your balance on the HealthyRhode portal or mobile app, by calling EBT customer service at 1-888-979-9939, or on the bottom of your last store receipt.
- Report a lost or stolen card to the EBT line right away. A replacement is mailed to the address on your case, so keep your address current with DHS.
- Rhode Island cards work in any state, but you cannot draw SNAP in two states at once. If you move, close your case here and apply in the new state.
Online Grocery Purchases
You can spend Rhode Island SNAP online at Amazon, Walmart, and Aldi for delivery or pickup. SNAP pays for eligible food only, so delivery fees, service fees, tips, and tax need a second payment method on file.
Other Rhode Island Food Benefits Alongside SNAP
- SUN Bucks (Summer EBT). School-age children in SNAP, Rhode Island Works, or income-eligible Medicaid households get a summer grocery benefit automatically, loaded onto the existing EBT card or a separate SUN Bucks card. The 2026 issuance was $120 per child. Children approved for free or reduced price school meals get it automatically too, and other families can apply through DHS during the summer window.
- WIC. Pregnant people, new parents, infants, and children under 5 under 185% of the poverty guideline can get WIC on top of SNAP. See our Rhode Island WIC application guide.
- School meals. Children in a SNAP or Rhode Island Works household are directly certified for free school meals with no separate application.
- Food banks. The Rhode Island Community Food Bank supplies a statewide network of pantries and meal sites. No income test at the door, and using one has no effect on your SNAP case.
- SNAP Employment and Training. Free job training, education, and work supports for SNAP recipients, and taking part can satisfy the work rule below.
Keeping Benefits Once You Have Them
Approval is for a certification period, usually 6 or 12 months in Rhode Island. Three things end benefits more often than anything else.
Missing the renewal. DHS mails a notice before your period ends. Submit it through HealthyRhode or by mail and expect another phone interview. A late renewal can mean a gap in benefits even when you still qualify.
Not reporting changes. Report income that pushes you over your gross limit, and report when someone moves in or out. Rhode Island also requires reporting when a work-registered adult's hours drop below 20 a week.
The work rule time limit. Since July 4, 2025, adults 18 to 64 with no child under 14 in the household can usually get SNAP for only 3 months in any 3 year period unless they work or train at least 20 hours a week, receive unemployment benefits, or meet another exemption. Pregnant people remain exempt. Veterans, people experiencing homelessness, and former foster youth are no longer exempt, a change from the older rules many guides still print. Rhode Island's statewide waiver lapsed in early 2026, so the time limit applies across the state. If you get a notice, call DHS about an exemption or about SNAP E&T before your three months run out.
How to Apply for Rhode Island SNAP
- Apply online at HealthyRhode. Go to healthyrhode.ri.gov and create an account. The same application covers SNAP, Medicaid, Rhode Island Works, and child care assistance.
- Or apply by phone, mail, or in person. Call DHS at 1-855-697-4347 (TTY 1-800-745-5555), mail a paper application, or visit a DHS field office.
- Ask about expedited service. If you have under $100 in cash and under $150 in monthly income, or your housing costs exceed your income, or you are a migrant or seasonal farm worker, DHS must process your case in 7 days instead of 30.
- Complete the interview. A caseworker calls you, usually by phone. Miss the call and you get a notice with a scheduled time, or you can call DHS to reschedule.
- Send your documents. Upload proof of identity, income, housing costs, and utility costs through the HealthyRhode portal or mobile app, or drop copies at DHS.
- Watch for the approval notice. DHS has 30 days to decide. The notice lists your amount, your certification period, and your renewal date.

Frequently Asked Questions
What can I buy with a Rhode Island EBT card?
Groceries meant to be prepared at home: fruits, vegetables, meat, fish, dairy, bread, grains, snacks, soft drinks, and seeds or plants that grow food. You cannot buy alcohol, tobacco, vitamins, pet food, paper goods, hygiene products, or hot prepared food, with a narrow Restaurant Meals Program exception for older adult, disabled, and homeless households.
What is the maximum SNAP benefit in Rhode Island for 2026?
For federal fiscal year 2027, October 2026 through September 2027, the maximum is $306 for one person, $562 for two, $808 for three, $1,023 for four, and $1,841 for eight, plus $225 per additional person. Most households get less, because 30% of net income comes off the maximum.
When does Rhode Island deposit SNAP benefits each month?
On the 1st of every month, for every household in the state. Deposits are not staggered, and the date does not move for weekends or holidays.
How does Eat Well, Be Well work in Rhode Island?
Spend SNAP dollars on eligible fresh fruits and vegetables at any Rhode Island Stop & Shop or Walmart and 50 cents on the dollar comes back to your EBT card automatically, up to $25 a month. No application, and the reward buys any SNAP eligible food.
Can I use Rhode Island SNAP at restaurants?
Only through the Restaurant Meals Program, and only if your household is made up entirely of people 60 or older, people with a government-verified disability, or people experiencing homelessness. Participating locations include several Subway and Burger King restaurants. Everyone else cannot buy hot prepared food with SNAP.
Is there an asset limit for Rhode Island SNAP?
Not for most households. Broad-based categorical eligibility removes the countable resource test, so savings and vehicles generally do not affect your case. The federal fallback limits, which apply only in narrow situations, are $3,000, or $4,750 for a household with an elderly or disabled member.
Do unused Rhode Island SNAP benefits expire?
Unspent benefits carry over to the next month and are not forfeited at month end. An account with no purchases for a long stretch can be closed out, so use the card periodically even if the balance is small.
Does Rhode Island give extra food benefits in the summer?
Yes. SUN Bucks, the state's Summer EBT program, issued $120 per eligible school-age child in 2026. Children in SNAP, Rhode Island Works, or income-eligible Medicaid households, and those approved for free or reduced price school meals, get it automatically.
Can I use my Rhode Island EBT card for online groceries?
Yes, at Amazon, Walmart, and Aldi. SNAP covers the eligible food only, so you need another payment method on file for delivery fees, service fees, tips, and tax.
What happens if I lose SNAP under the new work rules?
Call DHS at 1-855-697-4347 and ask whether an exemption applies. Caring for a child under 14, pregnancy, a disability, being unfit for work, and receiving unemployment benefits all exempt you, and enrolling in SNAP Employment and Training can satisfy the requirement. In the meantime, pantries in the Rhode Island Community Food Bank network have no income test and no waiting period.
