West Virginia SNAP pays a monthly amount based on your household size and income, loaded onto the Mountain State EBT card, which works at the register like a debit card. For federal fiscal year 2027, which runs October 1, 2026 through September 30, 2027, the maximum monthly amount ranges from $306 for one person to $1,023 for a household of four. Most households get less than the maximum, because the formula subtracts 30% of your net income from it. One change worth knowing right away: the soda restriction West Virginia started on January 1, 2026 is no longer in effect. A federal court vacated the USDA approval behind it on June 22, 2026, and DoHS announced on July 10, 2026 that sweetened, carbonated beverages are again eligible for purchase with SNAP in West Virginia.
This guide covers how the West Virginia Department of Human Services (DoHS) calculates your benefit, what the Mountain State card buys, the SNAP Stretch produce match, online ordering, replacement rules for a lost card or spoiled food, Summer EBT, and the three month work rule. If you are still confirming whether you qualify, start with our West Virginia SNAP eligibility guide or the full income limit tables.
West Virginia SNAP Maximum Monthly Benefit, FY2027
These are the maximum amounts a West Virginia household can receive, effective October 1, 2026 through September 30, 2027.
| Household Size | Maximum Monthly Benefit |
|---|
| 1 | $306 |
| 2 | $562 |
| 3 | $808 |
| 4 | $1,023 |
| 5 | $1,217 |
| 6 | $1,463 |
| 7 | $1,616 |
| 8 | $1,841 |
| Each additional person | +$225 |
West Virginia follows the federal table for the 48 contiguous states and DC. The state does not have its own higher amounts the way Alaska and Hawaii do. The minimum monthly benefit is $25, and it applies only to eligible households of one or two people. A household of three or more can calculate down to $0 and is simply not eligible that month.
If your amount went up in October without you doing anything, that is the annual cost of living adjustment: the one person maximum rose from $298 to $306 and the four person maximum from $994 to $1,023. Source: USDA Food and Nutrition Administration FY2027 cost of living adjustment tables.
How DoHS Calculates Your SNAP Amount
The Bureau for Family Assistance (BFA), inside DoHS, runs the same federal formula every state uses. Knowing the order of operations is the fastest way to understand why your number is what it is.
Step 1: Start with gross monthly income. All countable income before deductions, including wages, self employment earnings, Social Security, SSI, and most other cash income. SSI does count as income for SNAP purposes. Veterans' educational benefits are excluded.
Step 2: Subtract the standard deduction. Every household gets this regardless of actual expenses. For FY2027 it is $217 a month for households of one to three people, $229 for a household of four, $268 for five, and $308 for six or more.
Step 3: Subtract 20% of earned income. If anyone has wages or self employment income, 20% of that earned amount comes off, so taking a raise or more hours does not cost you its full value in lost benefits.
Step 4: Subtract dependent care costs you pay so that you can work, look for work, or attend training or school.
Step 5: Subtract the excess shelter deduction. Rent or mortgage, property taxes, and utility costs above half of your income after the deductions above are counted, capped at $769 a month. If anyone in the household is 60 or older or has a disability, there is no cap. Internet service no longer counts toward this deduction, a federal change made July 4, 2025, so if you are comparing older paperwork, the internet line is gone.
Step 6: Subtract the medical deduction if anyone 60 or older or living with a disability has out of pocket medical costs over $35 a month. Only the portion above $35 counts. It is easy to overlook. Prescription copays, dentures, hearing aids, medical mileage, and doctor recommended over the counter items all count.
Step 7: Multiply what is left, your net income, by 30%, then subtract that from the maximum allotment for your size. The result is your monthly benefit.
A West Virginia example
A household of three in Kanawha County earns $2,200 a month in wages and pays $700 in rent plus utilities. The standard deduction takes $217, the earned income deduction takes $440, leaving $1,543. Half of that is $771.50, so shelter costs above that amount are deductible, which here is nothing, since $700 is below the halfway mark. Net income is about $1,543. Thirty percent of that is $463, and $808 minus $463 leaves roughly $345 a month.
The same household with $1,200 in rent and utilities would deduct $428.50 of excess shelter, dropping net income to about $1,115 and raising the benefit to roughly $473. Shelter cost is often the biggest lever on your amount, which is why reporting a rent increase matters.
One West Virginia specific point. The state uses Broad Based Categorical Eligibility (BBCE), with a gross income limit of 200% of the federal poverty level and no asset test for most households. A household under that gross limit does not have to pass the net income test at all. Its benefit is still calculated from net income, but the net test cannot disqualify it. If a calculator told you that you get nothing because your net income looked too high, run it again. One and two person households in that situation get at least the $25 minimum.
What the Mountain State EBT Card Can and Cannot Buy
Your SNAP benefits load onto the Mountain State EBT card, which runs on the FIS ebtEDGE system and works with a four digit PIN.
Eligible purchases
- Bread, cereal, rice, pasta, and other grains
- Fruits and vegetables, fresh, frozen, or canned
- Meat, poultry, and fish
- Dairy, including milk, cheese, eggs, and yogurt
- Snack foods and non alcoholic beverages, including soda
- Seeds and plants that grow food for your household to eat
Not eligible
- Hot, prepared food meant to be eaten right away. West Virginia does not participate in the federal Restaurant Meals Program, which currently operates in only about nine states, so elderly, disabled, and homeless SNAP households in West Virginia cannot use benefits at restaurants.
- Alcohol and tobacco, including vapes
- Vitamins, supplements, and medicine. If an item has a Supplement Facts label rather than a Nutrition Facts label, it is not SNAP eligible.
- Pet food
- Paper products, cleaning supplies, diapers, cosmetics, and other non food items
About the soda rule
West Virginia received USDA approval for a Healthy Choices waiver that removed sweetened, carbonated beverages from SNAP eligible purchases starting January 1, 2026. On June 22, 2026 the US District Court for the District of Columbia, in Aragon v. Rollins, vacated the USDA approvals behind that waiver and several other states' projects, holding that the agency exceeded its statutory authority and, in West Virginia's case, also skipped a required 30-day notice in the Federal Register. USDA directed the affected states to stop. DoHS announced the pause on July 10, 2026 and said sweetened, carbonated beverages are eligible for purchase with SNAP in West Virginia, effective immediately. USDA filed a notice of appeal on August 20, 2026, so this could change again. If a register ever declines a drink, ask the store to check its item file rather than assuming the rule came back.
SNAP Stretch: Doubling and Tripling Your Produce Dollars
SNAP Stretch is a West Virginia Food and Farm Coalition program that matches SNAP purchases at participating farmers markets, farm stands, mobile markets, CSAs, and some local retailers. The SNAP Stretch dollars you earn buy fruits and vegetables (fresh, or canned, dried, or frozen with nothing added), fresh herbs, and food-producing seeds and plants. The match is tiered:
| Shopper | Match |
|---|
| Adult SNAP shopper | 1 extra dollar for every SNAP dollar |
| Shopping with a child present | 2 extra dollars per SNAP dollar |
| Senior shopper, 60 or older | 2 extra dollars per SNAP dollar |
At a farmers market, go to the information booth first, swipe your Mountain State card for tokens or paper scripts, and the match is added on the spot for produce. The program has run at dozens of West Virginia markets and is funded by a mix of state appropriation and philanthropy, with $360,000 appropriated for state fiscal year 2026. It has paused before when funds ran short, so check snapstretch.com or call the Coalition at 304-926-0567 for the current market list and match caps. The match adds to your benefit and does not reduce your monthly SNAP amount.
Using West Virginia SNAP for Online Grocery Orders
West Virginia households can use the Mountain State card online at Amazon and Walmart for grocery pickup and delivery. A few rules:
- Only SNAP eligible food can be paid for with the EBT balance. Delivery fees, service fees, and tips are not SNAP eligible and need a separate payment method.
- Not every store location participates. Amazon ships SNAP orders nationwide, which matters in counties with no nearby full grocery store.
- You add the EBT card to the retailer's account the way you would a debit card, and you enter your PIN at checkout.
Lost Card, Stolen Benefits, and Spoiled Food
Lost, stolen, or damaged card
Call the 24 hour EBT helpline at 1-866-545-6502 and follow the prompts. The card is deactivated immediately so nobody else can spend the balance, and BFA mails a replacement, generally within about 7 to 10 business days. Your benefits are not lost when the card is. They stay in the account and move to the new card.
Through the Cardholder Portal at ebtedge.com you can also change your PIN and block internet and out of state transactions. Turning those blocks on is the most effective thing you can do against skimming, because most stolen balances are spent far from where the card lives.
Electronically stolen benefits
Federal authority for states to replace SNAP benefits stolen by skimming, cloning, or phishing expired on December 20, 2024, and DoHS has confirmed it no longer replaces them. A theft on or after December 21, 2024 is denied. Change your PIN regularly, never share it, and check your balance on each deposit date.
Food spoiled in a power outage or household disaster
If food you bought with SNAP is destroyed by a household misfortune such as a power outage, flood, or fire, West Virginia will replace the actual value of the loss, up to one month's allotment. The requirements are strict on timing:
- Report the loss to DoHS within 10 days of the incident. For a power outage, the outage generally must have lasted more than 4 hours.
- Complete and sign form DFA-SNAP-36 within 10 days of reporting, and the loss must be verified.
- Once the signed form is received, the replacement is issued within about 2 days.
After major storms DoHS has repeatedly extended the reporting deadline for affected counties, so if you missed the 10 day window during a declared event, call and ask anyway. Customer Service Center: 1-877-716-1212.
Summer EBT for West Virginia Children
West Virginia participates in Summer EBT, also called SUN Bucks, which gives eligible school age children grocery benefits over summer break. In 2026 the benefit was $120 per child, and the program ran from June 1 through August 20, 2026. Students in SNAP or WV WORKS households are enrolled automatically, and the benefit loads onto the family's existing EBT card. Households that qualify through certain Medicaid categories get one card mailed for the whole household, and students in foster care or listed as homeless, migrant, runaway, or in WV Head Start get a card in their own name. Other families must apply on a paper application from DoHS, since there is no online application. To qualify that way, household income must be at or below 185% of the federal poverty level and the student must attend a school in the National School Lunch Program. Watch for DoHS announcements each spring for that year's dates, and keep your mailing address current with BFA.
The Three Month Work Rule Time Limit
Federal law changed on July 4, 2025. Adults 18 to 64 with no child under 14 in the household can usually receive SNAP for only 3 months in a 3 year period unless they work or train at least 20 hours a week, receive unemployment benefits, or meet another exemption. West Virginia does not have a statewide waiver from this rule, and as of October 1, 2026 no part of West Virginia is covered by an area waiver, so the time limit applies across the state.
Exemptions still include pregnancy, being unable to work because of a physical or mental limitation, caring for an incapacitated person, and receiving unemployment compensation. Veterans, people experiencing homelessness, and former foster youth are no longer exempt categories under the 2025 law. If the time limit is being applied to you and an exemption fits, say so in writing to your local DoHS office rather than waiting for the case to close. The exemption list is long and the agency does not always have the facts it needs.
Reporting Changes That Change Your Amount
West Virginia uses simplified reporting. Between renewals you must report only three changes, by the 10th day of the month after the change:
- Household income going above the gross income limit shown on your approval notice (130% or 200% of the poverty level)
- Lottery or gambling winnings over $4,750 from a single win
- For an adult under the work rule, losing an exemption or work hours dropping below 20 a week
You can also report other changes through WV PATH or at 1-877-716-1212, such as someone moving in or out, a new address, a change in rent or utility costs, or a new out of pocket medical expense for a household member 60 or older or with a disability. Reporting a drop in income or a rise in rent promptly can raise your benefit for the next month instead of waiting until renewal. For deposit timing, see our West Virginia EBT deposit schedule, and for the other programs the same household often qualifies for, see the West Virginia benefits overview.
Frequently Asked Questions
What is the maximum SNAP benefit in West Virginia for 2026?
For federal fiscal year 2027, which covers October 2026 through September 2027, the maximum monthly amount is $306 for one person, $562 for two, $808 for three, $1,023 for four, $1,217 for five, $1,463 for six, $1,616 for seven, and $1,841 for eight, plus $225 for each additional person. Most households receive less than the maximum.
Can you buy soda with SNAP in West Virginia now?
Yes. West Virginia's restriction on sweetened, carbonated beverages took effect January 1, 2026, but a federal court vacated the USDA approval behind it on June 22, 2026, and DoHS announced on July 10, 2026 that those beverages are again eligible for purchase with SNAP in West Virginia. USDA has appealed, so the rule could return later.
Why did I get less than the maximum SNAP amount?
Your benefit equals the maximum allotment for your household size minus 30% of your net monthly income, which is income after the standard, earned income, dependent care, shelter, and medical deductions. Only households with very little net income left after deductions receive the full maximum.
Does West Virginia replace SNAP benefits stolen from my EBT card?
No. The federal authority allowing states to replace benefits stolen by skimming or phishing expired December 20, 2024, and DoHS has confirmed that thefts on or after December 21, 2024 cannot be replaced. Block internet and out of state transactions in the ebtedge.com Cardholder Portal and change your PIN regularly.
How do I get replacement SNAP benefits for food that spoiled in a power outage?
Report the loss to DoHS within 10 days of the outage, which generally must have exceeded 4 hours, and complete and sign form DFA-SNAP-36 within 10 days of reporting. Once the signed form is received and the loss is verified, the replacement is issued within about 2 days, up to the value of one month's allotment.
Can I use my Mountain State card at restaurants?
No. West Virginia does not participate in the federal Restaurant Meals Program, so SNAP cannot be used for hot prepared food or restaurant meals in the state regardless of age, disability, or housing status.
What is SNAP Stretch and how much does it add?
SNAP Stretch is a West Virginia Food and Farm Coalition program that matches SNAP purchases at participating markets and retailers with dollars you spend on fruits, vegetables, herbs, and food-producing plants: one extra dollar per SNAP dollar for an adult shopper, two extra with a child present, and two extra for shoppers 60 or older. It is added at the point of sale and does not reduce your monthly SNAP amount. Funding is appropriated year to year, so confirm the current market list before you go.
Do unused West Virginia SNAP benefits expire?
Benefits roll over month to month, but not forever. West Virginia removes each month's benefits that are still unspent 274 days (about 9 months) after they were issued, even if you use the card in the meantime. Plan to spend each month's benefits within about 9 months.
Does the three month work rule apply everywhere in West Virginia?
Yes. West Virginia has no statewide waiver and, as of October 1, 2026, no part of the state is covered by an area waiver, so the 3 months in 3 years time limit applies to adults 18 to 64 with no child under 14 unless they work or train 20 hours a week or meet another exemption.
